27-Year-Old Giovanni Cesar Identified as Victim killed in Fatal Wichita Falls Shooting

WICHITA FALLS — Police have identified the victim of a fatal shooting that took place early Saturday morning in the parking lot of the West End Pub and Pool. Giovanni Cesar, 27, of Wichita Falls, was found dead at the scene, according to Sgt. Charlie Eipper, the Wichita Falls Police Department’s Public Information Officer.

Officers responded to a call for gunshots at the bar, located near the intersection of Southwest Parkway and Kemp Boulevard, around 1:42 a.m. on September 14, 2024. When they arrived, police discovered evidence of a shooting and found Cesar’s body in the parking lot.

Shortly after securing the scene, authorities were alerted to a second gunshot victim. A 20-year-old male arrived at United Regional hospital seeking treatment for a non-life-threatening gunshot wound. The victim was later transferred to John Peter Smith Hospital in Fort Worth for further care. Police have not released his identity but confirmed that detectives spoke with him at the hospital.

Detectives with WFPD’s Crimes Against Persons Unit are currently investigating the shooting. They have interviewed multiple witnesses and are reviewing security footage from the area in an effort to piece together what led to the fatal shooting. No arrests have been made at this time, but authorities believe the incident was isolated and that there is no ongoing threat to the public.

The Wichita Falls Police Department is urging anyone with information about the shooting to come forward to assist with the investigation. The detectives are working diligently to gather as much evidence as possible to find those responsible for the shooting.
